Uganda Occupational Safety and Health Act 2006
Parts III to VI: General duties of employers, the self-employed, controllers of premises, manufacturers and suppliers, and workers (sections 13 to 39) – Uganda Occupational Safety and Health Act 2006

Uganda Occupational Safety and Health Act 2006 26-27: Duties of persons with control of premises: safe means of access and exit and reasonable measures to keep the premises and the plant and substances in them safe and without health risk, falling on whoever holds the maintenance, repair or safety obligation under a contract or tenancy, and use of the best practicable means to prevent emissions of toxic or offensive substances into the atmosphere and render any emissions harmless

What does 26-27 require?

Whoever controls premises covered by the Act, to whatever extent, provides the ways in and out of the premises and of the plant and substances there, and takes the measures reasonable for someone in that position so that the premises stay safe and free of health risk so far as reasonably practicable; the duty attaches to whoever a contract or tenancy obliges to maintain or repair the premises or their entrances and exits, or to keep plant and substances safe. The person in control also uses the best practicable means to stop toxic or offensive substances escaping from the premises into the atmosphere and to make harmless and inoffensive whatever is emitted.
