A designated dominant provider must prepare a reference interconnection offer for approval within the period the Regulator orders, update it as ordered, and publish it by filing it with the Regulator (who posts it online), making it available at its principal offices and sending it to any provider on request; the offer must follow the Regulator's rules and form and content guidelines and list every service with its terms and charges (37). Example: Order 2026/T01 of 22 January 2026 approved the Samoa Submarine Cable Company's 2026 offer for wholesale international internet capacity, ordering its publication online and supply to any provider on request.
