Interconnection charges of designated dominant providers must be cost-based (with any phase-in plan the Regulator approves) and follow the Regulator's pricing, costing and cost-separation rules and orders; the Regulator may require prior approval of charges or set them (36). The Regulator may direct providers to negotiate a charge within two weeks, failing which it imposes interim charges, need not be cost-based, for up to six months (extendable), after requesting providers' reports within 14 days and hearing submissions within 7 days; appeals do not suspend interim charges (39A-39B).
