A safety program plan is created to manage the safety assessment process, defining the scope and content of safety activities at aircraft and system level. Unless there is a justified reason not to, it covers what data the safety assessment starts from; the applicable safety standards; the project safety organization, its responsibilities and its relationship with partners and suppliers; the safety assessment activities, their outputs and deliverables; the project milestones needing safety outputs; the principles for managing and validating the safety objectives, the assumptions and the safety requirements, and for verifying the design against them; and links to other plans such as the validation, verification and process assurance plans. It may cover further company and certification topics; Appendix B gives an example layout for an aircraft-level plan.
