Workers enter a confined space (defined as an enclosed or partly enclosed space not meant for occupancy, with restricted access or exit, as defined in section 13.1) only where there is a safe way in and out of every part, mechanical equipment inside is isolated and locked out as section 13.2 requires and the other entry conditions are met. Where a hazardous build-up of gas, vapour, dust, mist or smoke, or of fumes, exists or is likely, or oxygen is below 19.5 or above 23 percent, the space is tested, ventilated or purged and the controls of section 13.3 applied; where the atmosphere is or may be explosive or flammable, entry is allowed only under the conditions of section 13.4. Another worker remains outside the whole time the space is occupied, in visual or constant voice contact and able to summon help, warning signs and barricades protect against traffic hazards, and a worker may not enter until the Part's requirements are met.
