The SLA standards apply by default to every government and regulated sector service that is mission-critical or faces citizens, whatever its data level. Latency and support targets can be eased case by case only for applications that are internal, back-office or otherwise non-critical, where it can be shown that high availability and low latency are not essential, with a compelling justification written into the solution design; the FPI formally acknowledges that easing the SLA will affect user experience and may cut across service delivery commitments such as SERVICOM, and backs the justification with an assessment of the effect on citizen satisfaction and service quality.
