An FPI can draw services from public, private or hybrid cloud according to its data classification and business need, and its procurement favours local content and indigenous CSPs as the Nigerian content development guidelines for ICT require. Under the Cloud First directive the FPI evaluates the best execution venue for each workload on cost, performance, security and data sovereignty, and for predictable long-term workloads the FPI and its SI run a total cost of ownership analysis to decide whether a managed private or hybrid model gives better value and control than public cloud alone.
The graph holds this control, the 0 it maps to, and the evidence behind each claim, over MCP and REST.
