Nigeria NITDA National Cloud Technical Guideline 2026 9.2.III: Choose the deployment model by data classification: public for Levels 1 and 2, in-country private for Levels 3 and 4

What does 9.2.III require?

An FPI, with its SI, selects the deployment model from the data classification and use case: non-sensitive workloads and citizen-facing services with Level 1 and 2 data on public cloud from providers certified and listed on the NITDA Digital Regulatory Platform; sensitive and classified government and regulated sector data (Levels 3 and 4) on private cloud hosted in country with a strong preference for indigenous CSPs; mixed security levels or inter-agency integration on hybrid cloud with mandatory secure orchestration and data flow between environments; and shared services used by several FPIs on community cloud hosted in country, run jointly by the FPIs that share it or by a lead agency.
