Nigeria NITDA National Cloud Technical Guideline 2026 9.2.II: Select the service model on documented need and fiscal responsibility

What does 9.2.II require?

An FPI, working with its SI, selects IaaS, PaaS, SaaS or FaaS (serverless) on a thorough analysis of its technical and operational needs, guided by fiscally responsible use of public funds: public IaaS and PaaS suit variable demand, while managed private or hybrid models are considered for stable, high-utilisation applications; the Sovereign Cloud Governance Committee may advise NITDA on model use and NITDA may guide the choice through IT project clearance.
