The ECE must supply power for its rated class and, after an outage lasting the full class, recover automatically: battery systems with a charger suited to the battery reach 80 percent within twelve times the discharge period and 100 percent within 48 hours; ultracapacitor and mechanical inertia systems recover fully within one hour.
