A mandatory declaration policy must be in place requiring every practitioner (not students) at certification and recertification to declare compliance with the code of conduct and the professional standards, any charges, convictions or involvement in proceedings about an ethical sanction or a criminal offence, recency of practice and, if there is a fitness to practise policy, that policy. Thresholds must be documented and available, there must be a formal and transparent process for assessing negative declarations against them, the pathway and monitoring procedure must be clear and available, no exemptions from declaring are allowed (special consideration may affect thresholds only), and the entity must be able to audit randomly or ask for evidence of compliance.
