8.2: small unmetered electricity end uses may be included as acceptable estimates added to potential error (never for exclusions where metered data exists, except data centre IT energy), using nameplate power at 1 person per 10 m2 of NLA, per-use duration, uses per person per day (4 for hand dryers without justification) and 260 business days for demand-based equipment, or nameplate power times duty cycle (100 % if unknown) times operating hours (8,760 if unknown) for other equipment; loads too large for the 5 % limit need metering. Out-of-coverage consumption on a shared utility meter may be excluded by a fixed proportion only where an Owner/Tenant Agreement (or signed documents from affected parties) fixes it; the estimate goes to potential error and may be reduced but never increased. Office energy (not water) exclusions may use floor-area weighting with the method explained and the estimate added to potential error.
The graph holds this control, the 0 it maps to, and the evidence behind each claim, over MCP and REST.
