For non-GSO FSS, BSS or MSS systems under Resolution 35 with eccentricity below 0.5 and apogee below 15 000 km, the notifying administration reports the deployed space stations' orbital data (Annex 1), including distances to apogee and perigee, with the bringing-into-use or bringing-back-into-use report (or by 1 April 2025 for earlier ones) and with Resolution 35 milestone reports (resolves 1 to 5). Where observed apogee or perigee deviates up to 70 km (or 5 percent above 2 000 km) and inclination up to 2 degrees (3 degrees above 2 000 km) it explains why (resolves 6); between 70 and 100 km (5 to 10 percent) or 2 to 3 degrees (3 to 4) it also demonstrates no increased interference or protection requirement (resolves 7); beyond those it submits modifications to the notified characteristics (resolves 9). The Bureau publishes submissions and its Argus tool displays notified against observed orbits.
