For non-GSO systems in the listed FSS, MSS and BSS bands (10.7 to 51.4 GHz), the notifying administration reports deployment within 30 days after the seven-year bringing-into-use period, and then at milestones two, five and seven years later (resolves 1 to 8); if fewer than 10 percent, 50 percent or 100 percent of the notified satellites are deployed at those milestones, it submits within 90 days modifications reducing the system to at most ten times, twice or equal to the number deployed (resolves 11). After the milestones, deployment is reported at 11 years and every four years thereafter, and a system falling below a threshold (50 percent up to 340 satellites, N minus 67 log N up to 4 950, 95 percent above) at two successive reports must be reduced; annual reports explain satellites lost and their replacement (resolves 19 to 22, applied provisionally from 1 January 2025). Failure to report brings reminders of 30 and then 15 days, after which the Bureau suppresses the orbital parameters of satellites missing from the last complete deployment report and no longer considers the assignments in later examinations (or, for the first report, keeps the entry until the Board decides on cancellation) (resolves 15 to 17).
