ITAR - International Traffic in Arms Regulations 120.32: Identify defense services wherever they are furnished

What does 120.32 require?

A defense service is assistance, including training, to foreign persons in the United States or abroad in the design, development, engineering, manufacture, production, assembly, testing, repair, maintenance, modification, operation, demilitarisation, destruction, processing or use of defense articles; the furnishing of controlled technical data to foreign persons; or military training of foreign units and forces, regular and irregular, by any means including correspondence courses, publications and military advice (120.32). Performing a defense service for or on behalf of a foreign person is an export (120.50(a)(5)), so engineering support, integration help and training need the same authorisation analysis as shipments.
