A mobilization plan, to be carried out at mobilization, shall be drawn up by the prospective lead appointed party, setting the approach, timing and owners for: proving and writing up the production methods and procedures; trying out exchanges among task teams and handover to the appointing party; setting up and trying out the project CDE and any distributed CDE; buying and proving IT; building shared resources; providing education and training; recruiting to reach capacity; and supporting parties that join later.
