Leaders give the organization a shared purpose and direction and should create and keep an internal environment in which people can commit fully to its objectives (ISO 9000:2015 clause 2.3.2). As early as possible, someone should be appointed as project manager: the person with defined responsibility and authority to manage the project and to see that its quality management system is set up, implemented and maintained, with delegated authority that matches that responsibility. Top management on each side, in the originating organization as well as in the project organization, should lead in building a quality culture by: establishing the quality policy and naming the project's objectives, quality objectives among them; supplying the infrastructure and resources needed to reach them; encouraging risk-based thinking and use of the process approach; backing an organizational structure that helps meet project objectives; deciding on the basis of data and facts; empowering and motivating all project staff to improve processes and outputs and being aware of what they contribute to process effectiveness; and planning preventive actions.
