What does 2.6 require?

Sectoral regulators lead on monitoring harms, guidance and enforcement in their domains, MeitY is the nodal ministry for adoption and regulation with the AI Safety Institute and CERT-In, and an AI Governance Group chaired by the Principal Scientific Adviser is established as a small permanent inter-agency body to coordinate policy across ministries and regulators, hold firms accountable for compliance with local law, oversee national initiatives, promote responsible innovation and study emerging risks and regulatory gaps. A Technology and Policy Expert Committee set up by MeitY briefs the Group on emerging capabilities, risks, regulatory gaps, global developments and diplomacy. The AI Safety Institute, adequately resourced on a hub-and-spoke model, coordinates on safety, analyses risks, develops draft guidelines, codes, standards, evaluation metrics and testing frameworks, advises voluntary efforts, conducts forecasting research, promotes safety tools for bias mitigation, fairness testing and explainability, fosters public-private partnerships, trains, represents India in the international network of safety institutes and supports the Group and Committee with assessments and recommendations.
