India AI Governance Guidelines (2025) 2.5b: Accountability: mandatory grievance redressal with feedback loops, voluntary accountability mechanisms and value-chain transparency

What does 2.5b require?

Organisations deploying AI systems establish accessible, effective grievance redressal that is easy and reliable to use without fear of retaliation, visible, offered in multiple languages and formats, responsive within reasonable timelines, kept separate from the AI incidents database, and whose feedback is analysed and fed into product improvement. Accountability mechanisms support voluntary compliance ahead of binding enforcement: transparency reports publishing red-teaming results, impact assessments and mitigation steps, self-certifications validated by auditors or standards bodies, updated internal policies and service terms, committee hearings, peer monitoring and techno-legal compliance built into design, with MeitY able to publish a compliance schedule. Transparency on the technical, economic and organisational workings of the AI value chain gives regulators the understanding needed for proportionate governance.
