India AI Governance Guidelines (2025) 2.1: Infrastructure: enable adoption through access to data, compute, evaluation datasets and Digital Public Infrastructure

What does 2.1 require?

The IndiaAI Mission together with line ministries, the sectoral regulators and the state governments is empowered to increase adoption through infrastructure and access to data and compute; data availability, sharing and usability grow under robust portability standards and data governance frameworks covering anonymised data, stewardship and sovereignty; locally relevant datasets support culturally representative models; reliable evaluation datasets and compute are made available for development, safety testing and evaluation; and AI is integrated with Digital Public Infrastructure for scalability, interoperability and inclusivity, with targeted incentives and financing for MSMEs.
