India AI Governance Guidelines (2025) 2.3b: Policy and Regulation: content authentication standards, regulatory sandboxes, diplomacy and foresight

What does 2.3b require?

An expert committee drawn internationally from government, industry, academia and the standards bodies develops global standards for content authentication and provenance focused on certifying information as genuine, and the AI Governance Group with the Technology and Policy Expert Committee examines content authentication and issues guidelines including techno-legal and legal measures against deepfakes; regulatory sandboxes allow cutting-edge technology to be developed under reasonable legal immunity provided tests publish what was tested, the guardrails applied and the risks observed; India pursues strategic engagement in national, regional and multilateral forums; and horizon scanning and scenario planning anticipate developments such as autonomous agents and AI-to-AI coordination that may need policy responses.
