ILO-OSH 2001 Guidelines on Occupational Safety and Health Management Systems
Chapter 3 Planning and implementation: initial review, system planning, objectives, hazard prevention (3.7 to 3.10) – ILO-OSH 2001 Guidelines on Occupational Safety and Health Management Systems

ILO-OSH 2001 Guidelines on Occupational Safety and Health Management Systems 3.8: Plan the system so that it delivers at minimum legal compliance, all system elements and continual improvement, based on the initial and subsequent reviews, with defined and prioritised objectives, a plan per objective naming who does what by when, measurement criteria for achievement, and adequate human, financial and technical resources

What does 3.8 require?

Planning aims to produce a system that delivers, at the very least, compliance with national law, all the elements of the organisation's system, and continual improvement in OSH performance. Adequate planning, grounded in the initial review, later reviews or other available data, contributes to protecting safety and health and provides: clearly defined, prioritised and where possible quantified OSH objectives; a plan for each objective naming who does what and by when, with clear performance criteria; measurement criteria that confirm whether objectives were met; and enough people, money and technical support. The planning spans the development and implementation of every element described in Chapter 3.
