ILO-OSH 2001 Guidelines on Occupational Safety and Health Management Systems
Chapter 3 Planning and implementation: initial review, system planning, objectives, hazard prevention (3.7 to 3.10) – ILO-OSH 2001 Guidelines on Occupational Safety and Health Management Systems

ILO-OSH 2001 Guidelines on Occupational Safety and Health Management Systems 3.10.2: Management of change: evaluate the OSH impact of internal changes (staffing, processes, procedures, structures, acquisitions) and external changes (law, mergers, OSH knowledge and technology) and take preventive steps before introducing them; assess hazards and risks before any new or modified work method, material, process or machinery, with workers, representatives and the committee involved; inform and train everyone affected when a change decision is implemented

What does 3.10.2 require?

Before any change is introduced, its effect on OSH is evaluated and preventive steps are taken, whether the change is internal (staffing, new processes, work procedures, structures, acquisitions) or external (amended laws and regulations, mergers, advances in OSH knowledge and technology). Any new or altered work method, material, process or machinery is preceded by a workplace hazard identification and risk assessment carried out with the involvement of workers, their representatives and, where appropriate, the safety and health committee. When a change is put into effect, everyone affected is properly informed and trained.
