An initial review takes stock of the organisation's existing system and arrangements, and where no system exists or the organisation is new it becomes the foundation for building one. Competent people carry it out, consulting workers and their representatives as appropriate. The review pins down the laws, regulations, national and tailored guidelines, voluntary programmes and other requirements that currently apply; finds, anticipates and assesses the safety and health hazards and risks created by the existing or proposed work environment and work organisation; judges whether the controls in place or planned are enough to remove hazards or control risks; and analyses the data from workers' health surveillance. Its findings are written up, drive the decisions on implementing the system, and set the baseline against which continual improvement is measured.
The graph holds this control, the 0 it maps to, and the evidence behind each claim, over MCP and REST.
