ILO-OSH 2001 Guidelines on Occupational Safety and Health Management Systems
Chapter 3 Planning and implementation: initial review, system planning, objectives, hazard prevention (3.7 to 3.10) – ILO-OSH 2001 Guidelines on Occupational Safety and Health Management Systems

ILO-OSH 2001 Guidelines on Occupational Safety and Health Management Systems 3.10.1: Identify and assess hazards and risks continuously and apply preventive and protective measures in order of priority: eliminate, control at source by engineering or organisational means, minimise through safe work systems and administrative controls, and provide free personal protective equipment where residual risk remains, ensuring its use and maintenance; keep prevention procedures adapted to the hazards, regularly reviewed, lawful, in line with good practice and current knowledge

What does 3.10.1 require?

Hazards and risks to workers are identified and assessed continuously, and preventive and protective measures are applied in this order: remove the hazard or risk; control it at its source by engineering controls or organisational measures; reduce it by designing safe systems of work, administrative controls included; and, where collective measures leave residual risk, supply suitable personal protective equipment and clothing free of charge and ensure it is worn and maintained. The procedures or arrangements for hazard prevention and control are fitted to the hazards and risks the organisation actually faces, reviewed and amended regularly as needed, compliant with national law and in line with good practice, and informed by the current state of knowledge, including information and reports from labour inspectorates, OSH services and similar bodies.
