Chapter 3 Planning and implementation: initial review, system planning, objectives, hazard prevention (3.7 to 3.10) – ILO-OSH 2001 Guidelines on Occupational Safety and Health Management Systems

ILO-OSH 2001 Guidelines on Occupational Safety and Health Management Systems 3.10.3: Emergency prevention, preparedness and response arrangements sized to the organisation that identify potential accidents and emergencies, prevent the associated risks, provide information, internal communication and coordination to protect everyone on site, communicate with authorities, neighbours and emergency services, cover first aid, medical assistance, firefighting and evacuation, train all levels with regular exercises, and are developed with external emergency services

What does 3.10.3 require?

Emergency prevention, preparedness and response arrangements, sized to the organisation, are set up and maintained. They identify where accidents and emergencies could occur and work to prevent the OSH risks linked to them; they ensure the information, internal communication and coordination needed to protect everyone on the worksite during an emergency; they provide information to and communication with the competent authorities, the neighbourhood and emergency response services; they cover first aid and medical assistance, firefighting and evacuation of all persons on the worksite; and they give information and training to all members at every level, with regular drills of the emergency procedures. Where applicable, the arrangements are developed together with external emergency services and other bodies.
