The owner or operator must develop a written plan of action for employee participation, distribute an annual written or electronic notice telling employees and their representatives that the plan is available and how to access it, and train employees, their representatives and involved management on the plan as often as needed; must develop and implement a process allowing employees and their representatives to report, anonymously or with attribution, to the owner or operator and/or EPA unaddressed hazards that could lead to a catastrophic release, accidents meeting 68.42(a) not reported under 68.195(a), and any other noncompliance with Part 68, keeping records of reports made to the owner or operator for three years; and must give employees and their representatives access to hazard reviews and all other Subpart C information.
