The owner or operator must prepare written operating procedures giving clear instructions for safely conducting activities for each covered process, consistent with the safety information (manufacturer or expert procedures may serve as a basis), addressing initial start-up; normal operations; temporary operations; emergency shutdown and operations; normal shutdown; start-up after a normal or emergency shutdown or a major change needing a hazard review; consequences of deviations and steps to correct or avoid them; equipment inspections; and documentation when release prevention or detection monitoring equipment is removed because of imminent natural hazards; procedures must be updated when a major change occurs and before start-up of the changed process.
