The owner or operator must ensure that each employee operating a process, and each newly assigned employee, is trained or tested competent in the operating procedures relevant to their duties (employees operating a process on June 21, 1999 may be certified in writing); provide refresher training at least every three years, and more often if needed, at a frequency set in consultation with operators; may rely on training under other federal or state rules, industry standards or vendors to the extent it meets the section; and must train operators in new or updated procedures before start-up after a major change.
