Soil that exhibits, or exhibited when generated, a hazardous characteristic, and soil contaminated by listed hazardous waste as shown in the applicability chart, must comply with the LDRs before placement in a land disposal unit, either by meeting the UTS applicable to the contaminating waste and constituents or by these alternative standards: for all constituents subject to treatment, a 90 percent reduction in total concentration for non-metals (other than carbon disulfide, cyclohexanone and methanol), or a 90 percent reduction measured in TCLP leachate (or in total concentration where a metal removal technology is used) for metals and those three constituents, in each case capped so treatment need not go below ten times the UTS; soils that are ignitable, corrosive or reactive must also be treated to remove the characteristic; soils with non-analysable constituents need the specified additional treatment. Treatment residuals that are soil stay subject to these standards; non-soil residuals meet the standards for the contaminating waste. Variances may be sought under 268.44(h).
