Hazardous debris must be treated before land disposal using the extraction, destruction or immobilisation technologies of Table 1 for each contaminant subject to treatment (the TC constituents for toxicity characteristic debris, the regulated constituents for debris contaminated with listed waste, cyanide for cyanide-reactive debris), unless EPA determines under 261.3(f)(2) that it is no longer contaminated or it is treated to the waste-specific standard of the contaminating waste; debris mixtures are treated for each component, and debris that is also PCB waste meets the stricter of Part 761 or this section. Treatment residues must be separated from the treated debris by simple physical or mechanical means and meet the standards of the contaminating waste, with residues from deactivating non-toxic ignitable, corrosive or reactive debris deactivated, cyanide-reactive residues meeting the D003 standard, ignitable non-wastewater residue with 10 percent or more total organic carbon subject to the D001 technology, and spalled layers remaining hazardous debris.
