In an imminent or actual emergency the emergency coordinator (or designee when the coordinator is on call) must immediately activate internal alarms or communications and notify state or local agencies with response roles if their help is needed. For a release, fire or explosion the coordinator must immediately identify the character, exact source, amount and areal extent of released materials (by observation, records, manifests or analysis) and concurrently assess direct and indirect hazards (toxic, irritating or asphyxiating gases; hazardous run-off from fire-fighting). If there could be a threat to human health or the environment outside the facility, the coordinator must immediately notify local authorities where evacuation may be advisable (and help them decide) and immediately notify the government on-scene coordinator or the National Response Center (800-424-8802) with the reporter's name and number, the generator's name and address, the time and type of incident, the name and quantity of materials, the extent of injuries and the possible hazards outside the facility. During the emergency the coordinator must take all reasonable measures to stop fires, explosions and releases from occurring, recurring or spreading (stopping processes, collecting and containing released waste, removing or isolating containers), monitor for leaks, pressure build-up, gas generation or ruptures if operations stop, and immediately afterwards provide for treating, storing or disposing of recovered waste and contaminated soil or water (newly generated hazardous waste unless shown otherwise under 261.3(c) or (d)); ensure no incompatible waste is handled in the affected area until clean-up is complete and that emergency equipment is cleaned and fit before operations resume. The generator must note the time, date and details of any incident that required implementing the plan in the operating record and submit a written report to the Regional Administrator within 15 days with the six listed items.
