EPA RCRA Hazardous Waste Management 262.254: § 262.254 Access to communications or alarm system

Whenever hazardous waste is poured, mixed, spread or otherwise handled, all personnel involved must have immediate (direct or unimpeded) access to an internal alarm or emergency communication device, directly or through visual or voice contact with another employee; where only one employee is on the premises while the facility operates, that employee must have immediate access to a telephone at the scene or hand-held two-way radio able to summon external help, unless the device is not required under 262.252.
