The LQG must attempt to make arrangements with the local police and fire departments, other emergency response teams, emergency response contractors, equipment suppliers and local hospitals (or the Local Emergency Planning Committee where appropriate), taking account of the types and quantities of waste handled: determining the potential need for the other services when arranging with the fire department; familiarising those organisations, as necessary, with the facility layout, the properties and hazards of the waste, where personnel work, entrances and roads, possible evacuation routes and the injuries or illnesses that could result; and, where more than one police or fire department might respond, designating a primary emergency authority with support arrangements for others. Records in the operating record must confirm that arrangements exist or that attempts were made. A facility with 24-hour response capability may seek a documented waiver from the authority having jurisdiction over the fire code.
