EPA Risk Management Program (40 CFR Part 68) 68.93: § 68.93 Emergency response coordination activities

The owner or operator must coordinate response needs with local emergency planning and response organizations to determine how the source is addressed in the community emergency response plan and to ensure they know the regulated substances, their quantities, the risks of covered processes and the source's response resources and capabilities: at least annually and more often when the source, its emergency response or action plan, or the community plan changes; providing its emergency response plan if any, emergency action plan, updated emergency contacts and other information needed for the local plan; for responding sources, consulting local officials on schedules and plans for field and tabletop exercises; and requesting a meeting with the LEPC (or equivalent) and/or the local fire department to review these materials. Coordination must be documented with the names and contact details (phone, email, affiliation) of those involved, dates and the nature of the activities; disclosure of classified or restricted information follows the applicable laws.
