A licensee may not transfer an export licence without BIS's prior written approval; BIS approves one transfer per licence to a transferee under U.S. jurisdiction who is a principal party in interest (or its agent) and assumes all responsibilities, on a letter giving reasons, licence and pending application numbers, the transferee, the facts, any consideration and the legal instrument, accompanied by the transferee's signed letter and recordkeeping certification; the licensee keeps the licences until BIS acts, then forwards them with BIS's validated letter, or keeps using them only if still able to meet their responsibilities.
This control maps to 1 controls across 1 other frameworks. If you already hold one of them, the evidence you collected for it is the starting point here rather than new work.
Every mapping shown was judged rather than inferred from wording similarity, and the ones that failed review are published too. See the coverage reports and what was rejected.
The graph holds this control, the 1 it maps to, and the evidence behind each claim, over MCP and REST.
