Paper licensees may obtain a duplicate of a lost, stolen or destroyed licence by a letter certifying the loss and circumstances; where Hong Kong is the intermediate consignee or reexport origin, BIS issues a 'Duplicate for Hong Kong Trade Department', which the licensee forwards to the reexporter or intermediate consignee while keeping the original.
