EAR - Export Administration Regulations 750.11: Shipping tolerances

What does 750.11 require?

A licensee who has not yet shipped the full licensed quantity may exceed the licence's total dollar value by up to 10 percent across shipments up to that quantity, unless the licence sets a specific tolerance or short supply rules set a different one; once the full quantity has been shipped, no further shipment may be made under the licence.
