BIS notifies Congress before issuing licences for 600 Series Major Defense Equipment sold under contracts including $14 million or more of such equipment to countries outside A:5, or $25 million or more to A:5 countries (not for GOV exports to U.S. Government end users or exports already notified by State under the AECA); for such applications the exporter must include a copy of the signed contract with a statement of the value of the major defense equipment.
