Part 736: General prohibitions – EAR - Export Administration Regulations

EAR - Export Administration Regulations 736.2(b)(4): General Prohibition Four: denial orders

No one may take any action prohibited by a denial order issued under Part 766; such orders prohibit far more than the denied person's own exports, including some transfers by others in the United States or abroad, and every person is responsible for ensuring that transactions involving a denied person do not breach the order's terms. Orders are published in the Federal Register and are the controlling documents; BIS compiles them online and may exceptionally authorise prohibited activity (764.3(a)(2)); no licence exception overcomes this prohibition.
