Where an official holds a material personal interest connected with the entity's affairs, the details of that interest must be disclosed. The rules settle the mechanics: the circumstances in which no disclosure is needed, the manner and timing of disclosure, and what follows from it, for instance exclusion from a meeting or vote on the matter. The PGPA Rule prescribes separate procedures for accountable authorities, board members, other officials and appointed bodies, and section 31 leaves the common law, equity and any enabling legislation on conflicts of interest in place.
