Australia Public Governance, Performance and Accountability Act 2013 (PGPA Act)
Part 2-2: general duties of accountable authorities, accountable authority instructions, government policy, and the general duties of officials (sections 14 to 32) – Australia Public Governance, Performance and Accountability Act 2013 (PGPA Act)

Australia Public Governance, Performance and Accountability Act 2013 (PGPA Act) 21: Non-corporate Commonwealth entities: govern the entity, in promoting the proper use and management of public resources, in a way that is not inconsistent with the policies of the Australian Government

What does 21 require?

Because a non-corporate Commonwealth entity is part of the Commonwealth, its accountable authority, when promoting the proper use and management of public resources under paragraph 15(1)(a), must govern in a manner that does not conflict with Australian Government policy. No order is needed for that policy to bind.
