Australia Public Governance, Performance and Accountability Act 2013 (PGPA Act)
Part 2-2: general duties of accountable authorities, accountable authority instructions, government policy, and the general duties of officials (sections 14 to 32) – Australia Public Governance, Performance and Accountability Act 2013 (PGPA Act)

Australia Public Governance, Performance and Accountability Act 2013 (PGPA Act) 15: Duty to govern the entity: promote the proper use and management of public resources, the achievement of the entity's purposes and its financial sustainability, taking into account the effect of decisions on public resources generally

What does 15 require?

Governing the entity is the accountable authority's first duty, and the Act says what good governance must promote: efficient, effective, economical and ethical use and management of the public resources in the authority's charge, achievement of the entity's purposes, and the entity's financial sustainability. Whenever it decides something in pursuit of those ends, the accountable authority has to weigh the effect of the decision on public resources at large, not just on the entity's own. Section 21 adds, for a non-corporate entity, that governance must not conflict with Australian Government policy.
