What does 25 require?

Every official must bring to the exercise of their powers, the performance of their functions and the discharge of their duties the care and diligence that a reasonable person would show if placed in a Commonwealth entity in the same circumstances and holding the official's position with its responsibilities. The rules may deem the standard met in prescribed circumstances.
