Australia Public Governance, Performance and Accountability Act 2013 (PGPA Act)
Part 2-2: general duties of accountable authorities, accountable authority instructions, government policy, and the general duties of officials (sections 14 to 32) – Australia Public Governance, Performance and Accountability Act 2013 (PGPA Act)

Australia Public Governance, Performance and Accountability Act 2013 (PGPA Act) 23-24: Arrangements and commitments on behalf of the Commonwealth: only the accountable authority of a non-corporate entity, or its delegate, may enter, vary and administer arrangements and approve commitments of relevant money, and may establish an advisory board

What does 23-24 require?

The accountable authority of a non-corporate Commonwealth entity may, on behalf of the Commonwealth, enter into arrangements (contracts, agreements, deeds and understandings) relating to the entity's affairs and vary and administer them, and may approve a commitment of relevant money for which it is responsible. Those powers may be delegated to officials under section 110, and their exercise is governed by the rules on committing relevant money and by accountable authority instructions, so any arrangement or commitment must be made by a person holding the power. The accountable authority may also establish an advisory board, which may include non-officials, to assist in governing the entity.
