Compliance with the NCC is achieved by complying with the Governing Requirements and the Performance Requirements, the latter satisfied by a Performance Solution, a Deemed-to-Satisfy Solution, or a combination (A2G1). A Performance Solution is shown to comply through evidence of suitability, a Verification Method, Expert Judgement, or comparison with the Deemed-to-Satisfy Provisions (A2G2(2)); where a Performance Requirement is satisfied entirely by a Performance Solution, the relevant Performance Requirements must be identified from the applicable Section or Part and from any other Section or Part affected, a performance-based design brief prepared in consultation with stakeholders, the proposed analysis carried out and evaluated against the brief's acceptance criteria, and a final report prepared covering the Requirements and Provisions identified, the Assessment Methods used, the steps taken, confirmation the Requirement is met, and any conditions or limitations (A2G2(3), (4)). A Deemed-to-Satisfy Solution is deemed to meet the Performance Requirements, shown through evidence of suitability or Expert Judgement (A2G3). A combination of solutions follows the same identification method across the relevant Sections or Parts (A2G4).
