Where a designer uses guarding, it ensures so far as reasonably practicable the guarding prevents access to the danger point or area, and selects in order: a permanently fixed barrier where access is not needed during operation, maintenance or cleaning; otherwise an interlocked barrier allowing access only when the area is safe; then a barrier removable only with tools; then a presence-sensing safeguarding system that eliminates the risk while a person is in the area. The guarding is of solid construction, securely mounted, as hard as reasonably practicable to bypass or disable, not itself a risk, controls risks from broken or ejected parts, and is removable for maintenance and cleaning when the plant is not operating with restart prevented until it is replaced.
