Australia Model Code of Practice: Managing the Work Environment and Facilities 1.1b: 1.1 Persons managing or controlling a workplace keep it, its entry and exit safe

A person with management or control of a workplace must ensure, so far as is reasonably practicable, that the workplace, the means of entering and leaving it and anything arising from it are without risk to anyone (WHS Act s 20). The duty to provide a safe environment and adequate facilities may be shared, for example by a tenant PCBU with the landlord or property manager, and the duty holders must consult, cooperate and coordinate. A tenant should check arrangements for maintaining plant such as air-conditioning systems and facilities such as toilets.
