A person with management or control of plant must not commission it unless they have established that it is, so far as reasonably practicable, without physical and psychosocial risk; must not decommission or dismantle it unless that can be done so far as reasonably practicable without risk; must ensure installers, assemblers, constructors, commissioners, decommissioners and dismantlers are competent and have the information needed to minimise risk; and must ensure these processes include inspections that monitor the associated risks. Installers should follow the manufacturer's instructions with suitable tools and jigs, make entry and exit safe, keep plant stable, consider interaction with people, processes and other plant and environmental factors, comply with AS/NZS 3000 for electrical installation as relevant, and tell the designer, manufacturer, supplier and PCBU of new risks found. Commissioning means the adjustments, tests and inspections needed to make plant fully work to specification before use, including recommissioning, in line with the design specification sequence and with tests that confirm performance.
