A PCBU using fall arrest must establish emergency and rescue procedures, test them, and give workers suitable information, training and instruction on them; rescue of a person suspended in a harness should be prompt to prevent suspension intolerance and treat injuries, and a worker should not use fall arrest unless at least one other person on site can rescue them. The system can act as a pendulum: swing down (the lanyard slides along the roof edge until vertical, so the person hits the ground or the lanyard breaks) and swing back into the structure. Measures against swing down include guardrails, placing the anchor at right angles to the lanyard at the edge (for example a mobile anchor), and a second anchorage with belay devices.
